A treat is a wage, and most training problems are a pay dispute. High value dog treats for training exist because the rate that works in your kitchen does not work forty feet from another dog, and paying the kitchen rate outdoors is why recall falls apart. Paying the right rate for the difficulty
Handlers tend to run one treat for everything. It goes fine for two weeks, then the dog stops working in a parking lot and the conclusion is that the dog is stubborn.

The three top tiers and the one that keeps them rare

Why there is no soft treat in this kit
The obvious fourth addition is a soft, sticky, very smelly commercial training treat, and plenty of trainers swear by them. We do not make one, and we are not going to put a partner product in here just to fill a role. Everything in this kit is dry, which means it does not paste up the pouch, and the tradeoff is that you have to break pieces yourself. That is the honest version.
Loading and running a tiered session
Cheddar goes loose in the pouch. The other three go in separate small bags, or you carry only one of them per session, which is simpler and what most people end up doing.
Start every session with cheddar on something the dog knows cold. You are calibrating, not training. If the dog will not take cheddar for a known behavior, the environment is already too hard and no amount of sardine will fix it.
Move up a tier only when you raise difficulty. New place, new distraction, first repetition of something hard. Then drop back down. Handlers who stay on the top tier report the same thing after a month, which is that nothing works any more, and the fix is always the same.

What handlers ask about tiering

How rare is rare enough for the top tier?
A rough working answer is under one session in four, and never for a behavior the dog already offers reliably. If you cannot remember the last time you did not use it, it is not a top tier any more.
Does the dog get bored of liver?
Some do, which is most of the argument for having three. Rotate rather than replace, and a treat that has been out of circulation for two weeks comes back stronger.
Can I mix them all in one pouch?
You can, and then everything smells like sardine and you have one tier instead of four. Keep them apart, even if that means carrying a second bag.
