The part of flying with a dog that catches people out is not the dog. It is the bag of soft jerky in your backpack that has to come out at the checkpoint while you are holding a carrier and a boarding pass. No carrier in this kit
Every flying with a dog list opens with a carrier and this one does not, for a straightforward reason. The carrier is the airline's decision rather than ours, since the under seat dimensions vary between carriers and even between aircraft on the same ticket. Buy that to the measurement on your airline's page and buy it early enough to get the dog used to it. The other deliberate omission is liquids. Packing it the night before
Load the pouch at home and close it. Treats in the larger compartment, a card and a key in the small one, and clip it to the outside of your personal item so it comes off in one movement.
Put the bowl and the toy in the same bag, not in the checked luggage. The whole point of both is the hour you spend at a gate, which is exactly when your suitcase is somewhere else.
At the checkpoint, take the pouch off and put it in the tray on its own rather than leaving it buried. An officer who can see what something is asks fewer questions than one who cannot.
At the gate, water first, then the toy, then treats only once the dog has settled. Paying an agitated dog teaches the wrong lesson at the worst possible moment, and a terminal is already asking a lot of most dogs.

Do dog treats have to go in the liquids bag?
Not if they are dry. The 3.4 ounce rule covers liquids, gels and pastes, so a soft paste in a tube belongs there and a bag of freeze-dried liver does not. Declaring it and putting it in the tray costs nothing either way.
How much liver should I bring for a day of travel?
Less than you expect, if you break it small. The 1.5 ounce bag is the smallest size we make and it is the one to take, since an opened bag riding in a warm carry on is not something to stretch across a two week trip.
Can I feed my dog at the gate?
Water yes, a meal usually not. Most people hold the meal until arrival and use the bowl set for water only, which is also why the pair of bowls is more useful on the return leg than the outbound one.
